This.

A huge number of people are going to be placing these at every one of their 1000000000 moons. Have fun checking those every 2 seconds. Even if the people placing them lose isk by so many being destroyed it will be an awful, relentless grind removing them over and over again.

Even if they pay newbies for destroying them, there is no way to track what happens to the contents. So much income will be lost. even if half of it goes to their own members destroying the silos (stealing the contents).

looks like they're already trying to get them pre-nerfed, with the waste factor going to 10% and an arbitrary limit of 10 per player

so they're autonomous modules that sit there without needing fuel or anything, but you can only have <arbitrary number> because of <reasons>

CCP have done this sort of thing before, they like to stir things up and always make some kind of controversial change to set things off. This is probably the craziest idea they've had that I can remember though, either they've thought it through and just don't give a shit, or they haven't bothered to think it through at all and are now scrambling to try and make it look like they did.
